# How to Make It:
- Preheat oven to 350°F and line a 12-cup muffin tin with paper liners.
- In a large bowl, cream together softened butter and sugar until light and fluffy. Beat in eggs one at a time, then stir in vanilla extract.
- In a separate bowl, whisk together flour, baking powder, and salt until evenly distributed.
- Add half of the dry ingredients to the butter mixture and mix. Pour in milk and mix. Add remaining dry ingredients and mix until just combined, being careful not to overmix.
- Divide batter evenly among cupcake liners, filling each about two-thirds full. Bake for 18 to 20 minutes, or until a toothpick inserted into the center comes out clean. Allow cupcakes to cool completely in the tin before removing.
- Beat softened butter until smooth and creamy. Gradually add sifted powdered sugar, then milk, vanilla extract, and salt. Continue beating until frosting is fluffy and spreadable.
- Using a piping bag or spoon, apply a generous swirl of buttercream frosting to the top of each cooled cupcake.
- Place each chocolate square candy flat-side up. Attach a mini peanut butter cup upside-down in the center using melted chocolate or frosting as adhesive. Secure a piece of licorice as the tassel and attach a mini M&M or pearl as the cap button. Allow to set completely before transferring to cupcakes.
- Place each assembled graduation cap topper gently on top of a frosted cupcake.
